I don’t know who told you that but they must have made it up. There’s isn’t a single area in computing where installing hardware that is at the maximum supported spec will cause an issue.
I agree that it just seems like to want to upgrade. I see no benefit but you might. To each, his own. Or installing a hard drive with the maximum capacity that the OS supports is not a problem. The problem manifests itself when software and data fills up the hardware capacity.
Like filling up the system drive so there’s little available space left on it. Or filling up ram so applications have to use virtual memory more often to compensate.
So feel safe to install 16GB ram. You want to learn the Win8 user interface. Win8 does offer a hybrid shutdown and boot up using a form of hibernation but installing a SSD for that is much, much better. But not from Win7 to Win8 if you plan to run in desktop mode. In fact, although Win8 appears like Win7 using the Classic Shell, there’s still the annoyance of mousing to corners popping up Win8 stuff which can be a bit annoying but not too bad.
Also, running Win8 apps like Media Player will return to Win8’s UI instead of back to the desktop, which can be annoying if you like running exclusively in desktop mode. This can be overcome by using substitute applications that do return to the desktop. Overclocking is an area where you can end up treading on thin ice.
But I agree that maxing out your memory is a complete non-issue. The only situation I can think of where adding memory might be a concern is if you’re on the very edge of your power supply capacity – but memory consumes relatively little power and if your power supply is that close to the edge then you’re much more likely to see problems with other components like your hard drives or the CPU.
